Is Security Awareness Training Enough for Our DOT Security Plan?

Not by itself. If you must have a security plan, some hazmat employees also need in-depth security training. That covers employees who handle plan-covered materials, do related regulated work or carry out the plan. It teaches your company's own security duties.

Know the two training groups

Hazmat security awareness training must cover transportation security risks, ways to enhance security, and how to recognize and respond to possible threats. §172.704(a)(4); limitations in (e)

For a person who must have a security plan, in-depth training covers hazmat employees who handle plan-covered materials, do a regulated function related to them or carry out the plan. §172.704(a)(5)

List each job and match it to those conditions. If a role is unclear, ask your training lead to resolve it. Do not decide from a job title alone.

Teach the company's real assignments

In-depth training must cover five things: your company's security objectives, how it is organized, its specific procedures, each person's security duties, and what to do in a security breach. §172.704(a)(5)

The security plan itself must include a plan for training hazmat employees under both the awareness and the in-depth rules. §172.802(b)(3)

Required in-depth security training repeats at least every three years. If you revise the plan during that cycle, train within 90 days after the revised plan takes effect. §172.704(c)(2)

Ask the trainer to show where each security duty appears in the lesson and in the employee's training record. Treat a general course title as a starting point for that check.

Questions and answers

Can a general course be part of our training?

Yes, as a start. Compare what it teaches with the duties and topics you must cover. The gaps show what your company-specific training needs to add.
