OSHA updated the Hazard Communication Standard in 2024. For substances, employers must have the written program, workplace labels, and employee training brought current by November 20, 2026 (extended four months by the January 2026 amendment, 91 FR 1695).
Propane is a substance. So is every solvent, adhesive, cleaner, and cylinder of shop gas in your building.

Why propane shops fail this one
Propane itself is the easy sheet. It is the rest of the building that gets you.
Propane is colorless and odorless on its own, so it is odorized with ethyl mercaptan before it reaches you — one of the reasons a propane leak announces itself. If you odorize on site or keep odorant in stock, that is its own line in your chemical inventory and its own sheet in your binder. Most dealers take delivery already odorized and never have to think about it. Either way, a binder that has your propane sheet and stops is not done.
Same for the shop solvents, the parts washers, the cylinder-refurb chemicals, and whatever the service techs keep in the back of the truck.
