- Delivery procedures — the bobtail pre-trip, placarding, fill procedures, what a driver does when something is wrong

- Recordkeeping — what you keep, where it lives, how long you hold it

Who reads it
Three people read this manual, and none of them is you.
Your state inspector. Propane licensing is a state job, and the rules are not the same in two states. Texas runs it out of the Railroad Commission's LP-Gas Section. Pennsylvania runs it through the Bureau of Occupational & Industrial Safety. Louisiana has its own LP-Gas Commission. On your specific site, the local Authority Having Jurisdiction has the last word. A manual that matches your operation survives all three; a generic one does not.

The code under your feet is moving
The federal pipeline-safety rule (49 CFR Part 192) incorporating the 2024 edition of NFPA 58 takes effect January 1, 2027. States adopt NFPA 58 on their own timelines — check yours. Your written procedures should say what you actually do before that lands, not after.
Training paperwork is moving too. PERC is retiring CETP for PEP — no certification exam, module-by-module testing, completions on an online transcript instead of a certificate in a folder. Archiving started in 2025. For a while your crew holds two kinds of proof. Your manual should name how you track both.
