Your Minnesota manual should help staff check tank ownership and site location before a delivery. The owner can fill a marked container. Under state law, anyone else needs that owner's written permission. The fire-code amendments also bar rooftop LP-gas containers. Make both checks clear to the office and field crew.
Ask who owns the container, not just who pays the account
Section 299F.40, subdivision 3 allows filling or refilling a marked container by its owner. Another person needs that owner's written permission. You can record the ownership marking on the work order. Show where the written permission is filed. A changed customer account does not establish tank ownership.
The law protects the marks it covers. Do not interfere with them without permission. Give staff a way to raise a marking or ownership question. Do not alter the marks to fit the account. You choose how staff report such a problem.
Give the site reviewer the actual Minnesota adoption
Rule 7511.0090 incorporates the 2018 International Fire Code, with state amendments. Rule 7511.6101 replaces its LP-gas chapter 61. It uses NFPA 58–2017, with specific changes. Put both in the code list. The IFC year and NFPA edition are different references.
Minnesota bars rooftop containers. Ask about a roof location when opening the project file. Route that issue to the code official. A checklist from another state could miss the restriction.
Rule 7511.6101 also changes the electrical references. It uses Minnesota's electrical-code framework. Have electrical work checked against the right state rules. A reference from another state's manual may not fit.
You can file ownership evidence, the site review and code references together. Name who handles open questions. These are suggested file categories, not a new state form. They help explain why a job was cleared or held for review.
Read the national manual page for the product scope. Use the Minnesota plan page to decide federal transport coverage. It covers the site facts behind it.
Questions while opening a Minnesota work order
Does another supplier need the marked owner's written permission to fill? Section 299F.40, subdivision 3 allows the owner to fill or refill. Anyone else needs that owner's written permission.
Does a changed billing name establish marked-tank ownership? The owner may fill. Anyone else needs the owner's written permission. Changing an account name alone does not supply that permission.
Which code years belong in the Minnesota file? Rule 7511.0090 incorporates the 2018 IFC. Rule 7511.6101 replaces the LP-gas chapter with NFPA 58–2017 and state amendments.
Can one generic site sheet cover a rooftop proposal? Minnesota's rule bars rooftop containers. Review the project against that restriction before treating it as an ordinary ground-level job.
