Your New York manual should connect the installation file to the first-fill decision. The 2025 state fire code requires construction documents above listed capacities. Where an installation permit is required, filling must wait until it is issued. Start with the address, enforcing office and real approval.
Put the current code and jurisdiction on the job sheet
The 2025 Uniform Code took effect December 31, 2025. Its fire-code standards chapter lists NFPA 58–2024. Put the current code and that edition in new project files. Check old forms for outdated references.
Find who enforces the code at your site. DOS describes local government administration and enforcement, with arrangements when a government opts out. Record the real contact. New York City has a separate fire code. City jobs need a city-specific review.
Make the capacity calculation visible before construction
Section 6101.3 covers a container over 2,000 gallons of water. It also covers tank setups over 4,000 gallons of water in total. Construction documents are required at those thresholds under the state code. Record both the single and combined capacities on the project form.
If an installation permit is required, section 6101.2 bars filling until it is issued. You can attach the permit to the job and name who checked it. Do not turn that conditional rule into a blanket statewide operating-permit claim.
Write a short filling-area inspection instruction
Section 6106.1 requires qualified transfer attendants. Section 6107.1 bars tampering with required safety devices. Section 6107.3 requires combustible materials at least 10 feet from containers. You can assign who checks the area and receives problem reports. Those are office choices supporting the code duties.
You can file the permit decision and capacity record by site. Add construction documents and attendant credentials. This is a filing suggestion. It is not an extra state filing duty. It helps the next office manager find the basis for releasing a job.
The national manual page covers the full product scope. Use the New York plan page to review transport risks. Use it for the site details behind that review.
Questions during a New York project handoff
Do two 2,500-gallon tanks escape construction-document review? Each exceeds the 2,000-gallon single threshold. Their combined water capacity is 5,000 gallons. That also exceeds the 4,000-gallon total threshold. Section 6101.3 covers both tests.
Does the filling rule require the same permit at every site? Section 6101.2 applies where a permit is required. Resolve that question with the enforcing office for the site.
How far must combustible materials stay from containers? Section 6107.3 requires at least 10 feet. Check other installation provisions that apply to that site too.
Can the crew bypass a required safety device? Section 6107.1 bars tampering with those devices. Keep that restriction in the work steps. Route the problem for a fix.
