Do Jurisdictional Propane Customers Need Safety Notices Twice a Year?

Yes, if 49 CFR 192.616(j) applies to your system. It calls for a written procedure and customer messages twice a year. People who control the land may need messages too. First check Part 192 coverage and whether gas transport is your primary activity.

Who uses paragraph (j)?

Check 49 CFR 192.1 before setting dates. Not every tank account falls under Part 192. Use our system coverage guide to prepare for a regulator review.

49 CFR 192.616 gives master-meter and petroleum-gas operators this procedure unless gas transport is their primary activity. That means their main work. Other covered operators use the full program. Selling propane alone does not prove which path fits.

What belongs on the calendar?

Paragraph (j) requires two messages each year. If the system is on land you do not control, people who control that land must get similar messages twice a year too.

We suggest naming one person to manage the dates and list. Before each message goes out, check all five required topics. Keep the piece and a record of who it went to. A single yearly retail mailing cannot fill both dates.

Questions owners ask

Does every bobtail customer need two notices?

No. First confirm that Part 192 and paragraph (j) apply. A tank account alone does not prove either point.

Who else gets the message?

People who control the land must get similar messages if the system is on land the operator does not control. Add them to the list.

Can an annual retail mailing count as the whole procedure?

No. One mailing a year does not meet a twice-yearly rule. Check the message, list and delivery steps against paragraph (j).
