Does an NFPA 58 Manual Replace OSHA Requirements for a Propane Company?

No. An NFPA 58 manual does not replace OSHA duties that apply. Check which code edition your area uses. Check the OSHA rules for your work. Ask the writer which rules the quote covers. Ask which other written programs, training and records your company still needs to keep in place.

Keep the sources distinct

NFPA 58 is the Liquefied Petroleum Gas Code. The edition and local changes depend on the governing adoption. Check what your area uses. OSHA 1910.110 has separate rules for LP-Gas storage and handling. A code name on the cover does not show that every workplace rule is covered.

Ask for a scope comparison

List the work you do and the programs you keep. Ask a qualified reviewer which rules apply. Which document covers each rule? Where are the gaps? This is a way to review scope. It is not a list of manuals that every company must own.

Check implementation as well as text

For example, OSHA 1910.110(b)(16) requires proper training for staff who do the listed work. A manual alone does not train them. Have the reviewer check your actual work. Buying a manual does not prove that you meet every rule.

Questions and answers

Is the newest NFPA edition automatically the one we must use?

Do not assume so. Check which edition and changes apply. Confirm this with the authority in charge of your operation.

Should we ask about separate written programs before buying?

Yes. Ask which documents and services the quote covers. Ask which duties fall outside that scope.

Prepare for your review

List the work you do and the written programs you have. Ask which duties the proposed manual scope covers.

Review P&P manual scope and request options

General information, not legal advice. Check which rules apply with your regulator and a qualified safety or legal reviewer. You still need training and instructions for your equipment.
