Yes. When the security plan changes, employees responsible for implementing it must be notified. Plan copies must show the latest revision. Date each version. Track who gets it. Ask whether the change also affects training. An email that says the file changed does not settle that question for your staff.

Notify the people who use the plan
49 CFR 172.802(c) requires notice to staff who carry out the plan. It also covers current copies. Staff must have access to the current plan or the parts they need. Saving a new file on the office computer does not finish the task.
Keep a practical revision record
As an office aid, note the date, affected roles and how you gave notice. Note who checked the current copies. The rule does not require this specific form. Stop using old working copies. Keep any records the rules require you to keep.
Have the training lead review the change
Paragraph (b)(3) links the plan to hazmat security training. Ask the training lead to review each role. What changed? What training is needed? A receipt for the file does not prove that a person understands a new duty.

Questions and answers
Does an unchanged plan need a new revision number each year?
The rule requires review at least once a year and changes as needed. Record the review honestly. Do not call unchanged text a change in content.
Is a mass email always enough?
Use a process that reaches the staff who need it. Keep current copies within reach. Check training duties on their own.
Prepare for your review
List the changed duties and affected roles. Ask your plan owner what notice and training review are needed.
Review security plan scope and request options
General information, not legal advice. Check which rules apply with your regulator and a qualified safety or legal reviewer. You still need training and instructions for your equipment.
