Yes. PHMSA allows online, computer-based and virtual DOT hazmat training. It must meet all applicable training, testing, recordkeeping and certification rules. Online delivery alone does not make a course complete. PHMSA training FAQ, Q14
Ask for the syllabus before enrolling
Start with the worker’s tasks. The course must teach the transport rules for that work. A “hazmat” course title does not show which tasks it covers. §172.704(a)(2)(i)
For a course review, we suggest asking what work the person does. Which lessons cover it? What must your company teach on its own? Save the review with the course outline. The safety lead can use it to explain the choice.
Add the parts that belong to your company
Safety lessons must cover workplace protection measures. That includes specific measures the employer has put in place. Compare the lessons with your own work steps. §172.704(a)(3)(ii)
Workers covered by the in-depth security rule need lessons on the company’s required plan. They must learn how it works. Content includes the security structure, their duties and actions in a breach. Does the course teach your plan? Ask which parts you must teach. §172.704(a)(5)
For a buying check, we suggest using one course outline. Ask the provider to mark what it teaches. Mark what your company must add. Fill the gaps before calling it the whole program.
What should happen after the last screen?
The employer must test each worker on the required subjects by suitable means. Reaching the end of a video does not prove that testing took place. §172.702(d)
The file must identify the training materials. Give a description, copy or location. It must certify that the worker was trained and tested. We also suggest saving the course version. That version note is our filing advice. §172.704(d)(3), (5)
Does the policies manual provide the online course?
Check whether the offer includes both the written procedure and the course. Otherwise treat them as separate purchases. The manual can assign enrollment, company lessons and record duties. Confirm the course content with its provider.
