Staff who carry out the DOT security plan need the current plan or the parts they need. Access is subject to clearance or background-investigation restrictions that apply and a demonstrated need to know. Do not post the plan in public. Check required government access apart from routine staff access.

Use 49 CFR 172.802(c) to check who needs which parts. List each role and its tasks. Give staff the current parts they need. Do not put private security details in a public P&P sample or on a company website.
Make access work during the shift
As a practical check, can approved staff reach the plan after the office closes? Protect login details. Do not copy the plan into personal storage you do not control. Have the plan owner approve how staff get access.
Preserve authorized official access
Paragraph (d) also requires a business copy that can be reached. It must be made available to authorized DOT or DHS officials on request. This must be at a reasonable time and place. You cannot deny that access just because the plan is private.

Questions and answers
Does every employee need the full plan?
Not always. Match access to plan duties, the restrictions that apply and a demonstrated need to know.
Can we send the plan with a public quote request?
Do not attach private plan details to a general inquiry. First agree on a safe way to share them with the person who will review them.
Prepare for your review
List the roles that need plan access. Arrange a suitable review method before sharing sensitive plan details.
Review security plan scope and request options
General information, not legal advice. Check which rules apply with your regulator and a qualified safety or legal reviewer. You still need training and instructions for your equipment.
