Most manuals on most shelves answer to an older edition of the code. Most states are still on the 2017 or 2021 edition of NFPA 58. The federal pipeline-safety rule (49 CFR Part 192) starts pointing at the 2024 edition on January 1, 2027.
So there is a question coming that you should be able to answer in one sentence: which edition does your paperwork answer to, and does it match what your drivers actually do?

What we reconcile
1. Policies & Procedures manual. Rewritten or updated to your operation — your plant, your trucks, your fill procedures, who does what, by name and title.
2. Operations & Maintenance manual (bulk plant). NFPA 58 wants this facility-specific, and it wants it as its own document — not a chapter inside your P&P manual. A lot of operators find out it was folded in the wrong place. If you run a plant, you owe this book.
3. Fire Safety Analysis. Conditional. The commonly cited trigger is aggregate ASME container capacity above 4,000 gallons, and states vary. If you're over, we build it. If you're under, we tell you that in writing instead of selling you paper you don't need.
4. DOT Hazmat Security Plan. Federal, and it is not conditional for most of you. Under 49 CFR §172.800(b)(3), carrying more than 792 gallons in a single packaging triggers a written security plan. Any normal bobtail is over that line by a wide margin.

The part nobody hands you: which edition applies where
NFPA 58 is not a federal law by itself. Your state adopts it — an edition at a time, often with amendments that are stricter than the NFPA baseline — and on your specific site the local Authority Having Jurisdiction has the last word.
That is manageable when you run in one state. It is a real problem when you run in six.

Straight talk on the deadline
We are not going to tell you a federal rule is about to shut your doors. Here is the honest version:
- The federal pipeline-safety rule (49 CFR Part 192) incorporating the 2024 edition of NFPA 58 takes effect January 1, 2027. That scope is Part-192-jurisdictional LP-gas distribution systems — not every propane company in the country.
- States adopt NFPA 58 on their own timelines. For most day-to-day operations, your state's adopted edition and your AHJ still govern. Check yours.
- What is true for everybody: a manual written to an edition your state left behind is a manual that does not match your operation, and that is the document an inspector, an auditor, or an attorney reads.
That is the reason to do this now. Not a penalty number. The paper.

Do I need all four?
Probably not. No plant, no O&M manual. Under the capacity threshold, no Fire Safety Analysis. Most operators with a bobtail do need the DOT security plan. We scope it off your form and tell you what you actually owe.
Three trucks or thirty?
Both. The file has to hold up the same way either way.
