Iowa wants your people trained in a recognized program that includes a closed-book written test and a skills test. The rule does not name PEP or CETP. Iowa rule 661—226.4(101).
So a course has to fit that test-and-skills setup. A familiar program name is not enough. 226.4(1) initial training.
What the rule says
- It covers people who transfer or transport LP-gas, people whose main duties involve LP-gas, and people who install or service LP-gas systems. 226.4(1).
- Initial training includes a recognized program, a closed-book written test and a skills assessment. 226.4(1).
- Refresher training comes at least every three years. It includes a written test and a hands-on skills check. 226.4(1) and (2).
- The refresher written test is proctored. The employee and the skills evaluator both sign the skills assessment. 226.4(2).
- The person's current employer keeps the training records. 226.4(1) and (2).
What this means for you
Before a new hire works alone, compare three things: the course record, the written-test result and the signed skills sheet. If one is missing, schedule it. An attendance sheet alone does not show the tests happened.

Keep the paper trail
You are the one who keeps the records in Iowa. Our Policies & Procedures manual puts your training policy and written procedures in one place. The Propane Safety App/Tank Spotter keeps each employee's training dates and flags renewals. The Duty to Warn program covers your customer safety notices.
