Texas ties propane training to the work a person does and the RRC certificate for that work. Match each job to the state's course list. A PERC class alone is not a state credential. For a narrow dispenser exemption, finish the required steps and wait for RRC to issue the certificate.
Match the course to the job
The RRC course list covers initial training and continuing education under §9.52. Bobtail drivers, service staff and cylinder fillers have different course entries.
The PERC dispenser route can lead to a DOT cylinder filler and motor/mobile fuel filler certificate. The direct PERC route calls for the specified courses, exams, application and documents. The page also describes an approved-company route. Neither takes effect before Alternative Fuels Safety issues the certificate.
Check one employee's file first
Start with the work that person does. Match it to the RRC category and course. Check the certificate and renewal date too. These are suggested office steps, not a full list of state rules.
If you plan to use PEP, ask RRC whether that exact course meets the route you need. Do not treat the dispenser exemption as permission for other propane work.
Where do CETP and PEP fit?
PERC is moving CETP content into PEP learning paths. Check the path for the work your crew does. For more context, see CETP and PEP and how often CETP training is required.
Put the office policy in writing
Once you know the training needed, put your office process in writing. State who checks due dates and where staff keep the records. See the Policies & Procedures manual. A manual does not replace training, practical skills or required credentials.

Propane training and safety rules in Texas
Texas lets some CETP courses count as continuing education for employee-level certificate holders. That is not a swap for state certification. 16 TAC §9.52(e)–(g).
Texas runs its own training and certification system. The Commission also lets some PERC-based dispenser courses count toward the dispenser certificate exemption. §9.52(h) and §9.20(2).
What the rules say
- The Railroad Commission licenses the company and certifies the person. These are two separate things. Company license guidance.
- A licensed company names a company representative and an operations supervisor for each outlet. Company license guidance.
- Texas lists Bobtail Operations as one of its training courses. Employee-level applicants who are subject to training take an eight-hour course. Section 9.52(a).
- CETP credit is not automatic. The holder sends the CETP course certificate and the Texas certificate to the Commission. The Commission has 30 business days to approve, deny or ask for more. §9.52(g).
- The credit counts only if the person finished the whole course, tests and skills checks too. §9.52(g)(2).
What this means for you
Before you book a course, decide which credit you need. It could be first-time training, continuing education or the dispenser exemption. Save the Commission's approval with the employee's certificate. A course name alone does not prove the credit.
Need training for your crew?
We don't run classes. Use the trainers on our Recommended Propane Safety Experts page and contact them directly.
Keep the paper trail
An inspector or insurer will ask to see your records. Our Policies & Procedures manual puts your training policy and written procedures in one place. The Propane Safety App/Tank Spotter keeps each employee's training dates and flags renewals. It does not issue Commission credentials. The Duty to Warn program covers your customer safety notices.

Quick questions
Can I infer my company license from an employee's course certificate? No. The Commission licenses companies separately. LP-gas company licensing FAQ.
Does CETP credit count automatically? No. The holder must send the paperwork and get Commission approval. §9.52(g).
