What is a propane emergency action plan?
A propane emergency action plan is the written people-out file: how you report, which exits, who shuts what down, how you account for people, who does rescue or medical, and who is the contact. OSHA 29 CFR 1910.38(c) names those six elements. It is not a fire safety analysis.
Shops with 10 or fewer employees may communicate it orally under 1910.38(b); more than 10 must write it. Insurers and fire marshals still ask for paper. Other OSHA standards that apply to the shop can also require an EAP.
Fire-involved tank isolation in our books is 1 mile, in the EAP sequence. We do not print 3,000 ft as a marketing number. We do not tell anyone to extinguish a still-leaking burning propane fire.
