Bobtail / Cargo-Tank Operations Manual, why you need it. Who needs it: any retailer that loads, hauls and unloads in its own bobtail or transport. The rule: your bobtail's tank is built to a DOT cargo-tank spec, 49 CFR 178.337; pre-trip checks (49 CFR 396.13) and DVIRs (49 CFR 396.11) are federal. What they ask to see: recent DVIRs, driver hazmat training records, and cargo-tank test reports. Without it: a skipped step is your liability, and a truck with lapsed test paperwork stays parked.
