49 CFR 172.704(d) is an employer file: name, completion date, materials, trainer name and address, certification trained and tested. A CETP certificate is not that file.
CETP is not federally required. It is the shop's chosen curriculum (or PEP, or a state board equivalent). The federal file is 172.704. There is no single federal every-X-years for CETP.
Who owes it: hazmat employers / hazmat employees who load, paper, or haul (49 CFR 172.702 / 172.704). If nobody here performs a hazmat-transportation function, we will not sell this as a federal must-have.
