Document the leak-check before you restore the customer's gas. The duty sits in NFPA 54 / NFPA 58 (or IFGC) as your AHJ adopted it. It is not a federal statute and it is not optional folklore.

No smell is not all-clear. Odor fade exists. A detector alarm with no smell is a leak until a qualified person proves otherwise. Occupants do not restore themselves.
