49 CFR 180.205 is the requalifier's written procedure, markings, and records. It is not a stack of certificates in a desk. If you fill DOT cylinders, 173.301(a)(2) and 180.205(c) still want inspect, do not fill past the 180.209 date, and send-out to a named requalifier — even if you hold no RIN.
The 7-year option lives in 49 CFR 180.209(j) / 89 FR 15667. It is a lookup by spec and method, not one propane recert cycle.
