If you fill DOT cylinders, you still need a written procedure even with no RIN. 49 CFR 173.301(a)(2) and 180.205(c): inspect; do not fill past the 180.209 date; send-out to a named requalifier. You do not stamp a RIN you do not hold.
There is a 7-year option in current 49 CFR 180.209 / 89 FR 15667 — a lookup by spec and method, not a single propane recert cycle.
